I too have the same problem on both my laptops (HP Spectre and Dell Precision M6700) - every now and again the File, Edit, Tools & Display menus dont appear when clicked but Plugins, 3D Views and Help do appear.

You can 'guess' where the text is and clicking there initiates the command but the menu never appears until after a restart of CC. It seems to lose these menus when returning back to CC from using another program. I also have two monitors on both these machines, Im not sure if its related.

Can you maybe try with the latest 2.10.alpha version? (online). It's compiled with Visual 2017 instead of 2013... Even though I'm afraid it's probably another bug between Qt and the graphic card driver...

Oh, indeed, it IS a Qt bug: https://bugreports.qt.io/browse/QTBUG-62004

I'll simply update Qt asap. Wait a little bit before downloading the 2.10.alpha version...
