I am new to CC and I am curious to know if there is an option in Cloud Compare for point cloud vectorization?

Hi,

You should look at the contours and secrion extraction tools (Cross Secrion / Contour Extraction - see the wiki).

And you can also do it manually with the 'Polyline Trace' tool.
