Point cloud viewer \ engine

Hello everyone,

I was asked to develop a solution that takes a point cloud model made from 3d terrestrial scanners and give the user these functionalities:
1. Run heavy point cloud models. Orbit, Zoom-in\out and pan should run smoothly.
2. Select points and get their coordinates
3. Being able to enter each 360 image of the scan station (Similar to the "balls" in Autodesk Recap)
4. Add some custom GUI to change the point parameters
5. Crop the model

Which platform / SDK / Code package can be useful and easy to implement for this?
Is Cloudcompare can be the infrastructure for this kind of development?

Hum ... not sure ?

Part of it can be easily done (as long as you keep the code open-source of course). But all these points may not be straightforward.
