M3C2 Confidence Interval Concept ?

Hello, I just read the article about the M3C2 LOD95% calculation. I want to confirm about the confidence interval hypothesis, are the significance measurements value belongs to the interval of +- 1.96 in the LOD calculation or the values are outside that interval ?
